We've seen efforts focusing to varying extents on each of the “3Rs” of waste management — reduce, reuse and recycle — but we couldn't resist mentioning one more that recently caught our eye. Public Area Litter and Recycling Cans
To help keep San José clean, reduce street and sidewalk litter and support the City’s zero waste goals, over 800 Public Litter Cans (PLCs) have been placed strategically throughout the City in and around high pedestrian areas. The majority are retrofitted with special recycling tops identified with the international recycle logo.
Recycling On-the-Go
The revitalized downtown area, bus stops, business districts, neighborhoods and transit areas are convenient locations for on-the-go pedestrians to dispose of unwanted trash and to recycle beverage containers. The PLCs provide each community the opportunity to keep their streets clean while still keeping their own unique look. Each receptacle has capacity for 30 gallons of trash and many have a scavenger-friendly recycling top.
PLC Waste Processing
Most of the PLCs are serviced 2 to 3 times a week with some high traffic areas serviced daily by Green Waste Recovery, Inc. Approximately 200 tons of material is collected per year through this program. All materials are sorted to maximize recycling and composting opportunities.
Maintenance
The Environmental Services Department employs one fulltime person to maintain and oversee the PLC program. This dedicated person removes graffiti due to vandalism, cleans and paints older cans and repairs and replaces damaged cans to combat blight.

Parks Recycling Program
From large regional parks like Kelley and Alum Rock to small “tot” lots such as Gregory and Huerta, the parks recycling program brings recycling where you play.
There are over 500 containers located throughout 133 local parks. San José has about 5.6 million visitors annually and the parks recycling program gives everyone an opportunity to pitch-in and recycle.
The containers are clearly labeled with the word RECYCLE” and come in two different styles. One style is a domed-top steel can while the other is a slant-top can, with slats made of 100% recycled plastic.
The parks recycling program is one of the ways the City of San José’s Environmental Services Department is working towards encouraging residents and visitors to recycle where they live, work and play. This program was funded by a grant from the state Department of Conservation.
